The boss of Mingare, the Wywern lives in the second level Destard dungeon . In order to call the boss you need to fill the altar with energy up to 100%, kill mobs at this level of the dungeon.

When you have filled 100% of the energy of the altar you need to put on the altar
4 Totem of Ancien Dragon 
Totem of Ancien Dragon can be obtained from chests.
There is an altar protection. Anyone who has filled a larger percentage of the altar’s energy has priority in calling the boss, up to 20min. This means that only in these 20 minutes he will be able to put the keys of the call, and after the expiration of time - everyone will be able to.
